Have you ever thought about how the aviation industry works? Who decides which rules and regulations should be implemented from business and economic perspectives? How to protect customer rights without causing financial harm to the US-based carriers?

The Department of Transportation (DOT) handles matters involving U.S. and foreign air carriers. Meaning, the DOT issues rules to protect both consumers' and carriers' rights. And nurtures a strong commitment to providing the best air transportation services operating in the U.S.

Has The Department Of Transportation (DOT) Introduced Any New Rules?

DOT continually works to establish a healthy business relationship between air carriers and flyers. Its latest update made it mandatory to have clear transparency. To ensure that, they direct airlines to create and publish a one-page “Passenger Rights Summary”.

DOT asked airlines to make this summary concise and user-friendly to eliminate confusion regarding flight delays, cancellations, and diversions.

Highlights Of The DOT’s Transparency Update

Here are the DOT’s mandate highlights:

  • Direct And Concise: The One-Page Summary is designed to give passengers a clear understanding of their rights during flight delays, cancellations, lost baggage, denied boarding, and diversions. DOT asked the airlines to make it direct and concise to eliminate any confusion.
  • Create A Formal Visible Layout: DOT directs airlines to post the “Passenger Rights Summary” on their official websites. It must be visible and properly documented so that passengers can easily locate and understand it.
  • Advance Cost Transparency: Alongside the one-page summary, DOT also asked the airlines to establish advance cost transparency regarding baggage, flight changes, and cancellations on their websites. It is required so that passengers know the fee details before making the reservation.

What Exactly Is Covered In The One-Page Summary?

Effective from 26th May 2026, the One-Page Summary talks about passengers' rights in situations where air travel disruptions are caused by airlines operating within the U.S.

Here are the passengers' rights covered in a single-page summary:

  • Flight Delays, Diversions, and Cancellations: DOT asked airlines to inform passengers about clear terms for flight delays, diversions, and cancellations. The information must include compensation, refunds, rebooking options, meals, and lodging based on the extent of the delay.
  • Mishandled Baggage: Airlines need to properly outline the passengers' rights regarding mishandled baggage. It includes compensation for delays, damage, or stolen baggage. What exactly they can do and the procedure they need to follow must be clearly written.
  • Voluntary Bumping: The one-page summary also includes information on voluntary and involuntary bumping. When the airline asks passengers to voluntarily give up their seats due to overbooking, it is essential to inform them of any available exchanges or compensation.
  • Involuntary Bumping: Last but not least, the latest rule also provides information on compensation and rights related to involuntary bumping. If the airline denies the passenger boarding or removes them from the existing booking, it must specify the reason. It does not matter whether the decision is made due to security and safety reasons.

In addition to this rule, if the forced removal action is undertaken for security, safety, or health reasons, airlines may not provide any compensation. To have a clear picture of the situation beforehand, it is essential to contact the airline and obtain the details.

DOT mandates that the single-page summary must be displayed by every covered airline that is operating flights to, from, or within the U.S. The summary must not be displayed in footers of airline websites. Additionally, it must be on websites within 90 days of the final rule on operational clearances.

Why Is The May 2026 Dot Rule A Mandate For Airlines?

As noted above, the U.S. Department of Transportation’s May 2026 rule requires airlines to inform passengers of their rights regarding travel disruptions. The one-page summary must be created with clear and concise details, so that passengers know what airlines owe them when discomfort occurs on their side.

Now, the question is why the May 2026 DOT rule is mandatory. Well, it is a mandate to create transparency and eliminate any confusion regarding compensation for disruptions. However, the one-page summary not only outlines compensation but also provides detailed information on rights that passengers must follow.

Other than that,  DOT also maintains an online Airline Customer Service Dashboard. This allows passengers to compare the compensation that different airlines offer for travel disruptions.

Conclusion

With the introduction of the “One-Page Summary,” DOT is establishing a strong commitment between the airlines and passengers. The one-page summary rules not only eliminate the confusion regarding travel disruptions. But also make passengers aware of their rights to request refunds, compensation, and rebooking options. It will be helpful in knowing the details before booking flight tickets. Passengers can read this summary on the airline’s official websites. It is mandated to be published in a visible spot.

Understanding your rights under the latest DOT rules is important, but knowing your airline's individual policies is equally essential. Flying Rules simplifies airline-specific rules into easy-to-read guides, helping travelers make informed decisions before flying.
